Here in the UK I read a report which argue that plug covers are counter productive to safety.
The gournds are quite sane beacuse here in the UK the contacts are shuttered and itis impossible to get a finger far enough into them to make contact - however the plug covers provide a way of opening the shutters. ( Part of thie is tehy are more flexible than plugs so will bend if you try to inser them upside down_

To sandman: the plugs in the US are not shuttered, so covers are needed.
